The "Verband öffentlicher Versicherer" is a non-profit public law body. German public insurers – eleven primary insurance organizations with various joint ventures – have organized their activities on a national basis.
Initial situation
As a group, the public insurers hold a market share of more than ten percent of the German insurance market. The association is also increasingly acting as a back office for its members, providing a wide range of services that even include the development of shared products.
Car loans offered by savings banks were to be expanded to include a suitable insurance product from public sector insurers in the field of motor vehicle leasing. To this end, it was necessary to develop a standardized quotation and application system for motor vehicle insurance for all public insurers.
The "Verband öffentlicher Versicherer" invited tenders for the development and operation of a system that would create an efficient process with a high degree of automation for the customer, starting from the quotation phase. The contract was awarded to OEV Online Dienste GmbH, which, together with codecentric and GaVI, won out against other competitors. codecentric took on the role of development partner in the collaboration.
The major challenge of this project was to go live with the new application within five months – this was the first requirement of the customer, the Verband öffentlicher Versicherer. The solution had to be developed and integrated into the existing application for vehicle financing loans in the short time available for the project. The aim was to use scalable components to keep the system simple and cost-effective.
Another key requirement for the online quotation system was that it should guide the user through a few simple steps in order to submit an application.
Solution
There was no scope for detailed technical design work due to the very tight project schedule. In many cases, design, development, and testing work had to be carried out in parallel. This clearly revealed the strengths of agile project management. Development, testing and production preparation were carried out in parallel and in close cooperation with the customer.
The catalog of requirements was divided into small building blocks. This allowed individual requirements to be easily developed or changed at a later date without jeopardizing the progress of the project as a whole.
Result
The application went into production on time after five months of development, enabling 150 savings banks, as sales partners of the public insurers, to offer custom motor insurance in addition to motor vehicle finance. Another step involved making administration more convenient in line with customer requirements.
The application has been running smoothly since the start of production – the feedback from the savings banks is consistently positive with regard to product design, handling and user friendliness.
